Clifford is a highly accomplished, results-oriented executive with 38 years of experience in the Payroll/HCM, and PEO industries. He has dedicated his entire professional career to this space, bringing deep expertise across sales leadership, service operations, strategic partnerships, product development, and mergers & acquisitions.

Cliff works closely with both buyers and sellers, providing comprehensive insight when evaluating companies - including financial analysis, client portfolio assessment, operational service review, third-party service integrations, sales and marketing strategies, and referral partner agreements. His deep understanding of the competitive landscape enables him to consistently create optimal outcomes for all parties involved.

He is widely recognized for building trusted, long-term partner relationships across the professional services sector, including accounting, benefits, insurance, HR, 401k, and workers’ compensation—all essential ancillary services within the Payroll/HCM/PEO platforms.

Prior to joining Capital Business Solutions, Cliff served as Director of Strategic Partners and M&A Services at C-Suite Impact, a New Jersey–based advisory firm. During his tenure, he successfully completed multiple M&A transactions totaling over $7M and continues to represent numerous buyers and sellers through strategic partnerships.

Cliff spent 24 years at Paychex, where he held senior leadership roles across sales and operations, ultimately serving as Officer and VP of Western Sales. During this time, he created and expanded the CPA Portfolio Acquisition Program, which today generates tens of millions of dollars in annualized recurring revenue each year.

He later expanded Heartland’s Payroll Partner Program as VP of Strategic Payroll Partners, developing partner alliances and integration vendors across professional service channels, while also creating and managing Heartland’s Payroll/HCM portfolio acquisition program.

His career also includes executive roles as EVP of Business Development at Ovation Payroll, an independent Payroll/HCM provider, and VP of Sales and Marketing at iSystems, a national Payroll/HCM software company licensing the Evolution platform.

In addition to advisory work, Cliff consults with private equity firms and investment management companies on trends across the Payroll, HCM, 401(k), insurance, and benefits industries.

Clifford attended the University of Oregon, where he was a student-athlete lettering in football and graduated with degrees in Finance and Marketing from the Charles H. Lundquist College of Business.
